They are called Dr in the UK, a neurosurgeon would be called Mr (or Miss), as would other surgeons. It harks to the days prior to the 18Th century when surgeons didn't have to go to medical school and therefore didn't get a medical degree. Nowadays, becoming a Member of the Royal College of Surgeons entitles you to use Mr (again...).
Some neurosurgeons treat some forms of epilepsy surgically.
